Kenneth Osowski, Chair

Kenneth Osowski is currently the senior vice president and chief financial officer with First National Bank in River Falls, Wisconsin. Osowski has more than 17 years of experience in financial management and strategic leadership roles in the financial services industry. He holds a master’s degree in business administration, and a bachelor’s of science in business and finance.

Osowski has been active in a variety of business and community organizations, serving in board capacity with the St. Croix Valley United Way (secretary), Institute of Management Accountants, Habitat For Humanity, and the River Falls Community Arts Base. In addition, he has participated in the Financial Managers Society, Hudson Rotary Club and the American Red Cross Disaster Action Team.

Susan Galoff– Co-chair

Sue Galoff is the Director/Health Officer of the Pierce County Public Health Department.  She holds a Bachelor of Science in Nursing from the University of Wisconsin-Eau Claire and a Masters in Healthcare Administration from the University of Minnesota in Minneapolis.  Galoff is a board member of the Western Wisconsin Public Health Education Consortium, the Western Wisconsin Public Health Readiness Consortium and is actively involved in the Wisconsin Public Health Association.  In her spare time, she enjoys spending time with family, reading, exercising, playing piano, and relaxing at the lake.

Kevin Larson, BSHCA, CNH, Secretary

Kevin Larson is the current CEO/Administrator of Spring Valley Health Care Services, Inc. in Spring Valley, Wisconsin.  

Greg Goblirsch, MD, Trustee

Greg Goblirsch, MD has special interests in emergency medicine and chronic disease. He received his medical training from the University of Minnesota Medical School in Minneapolis and completed a residency at Iowa’s Cedar Rapids Medical Education Program. Dr. Goblirsch is an avid cyclist. He enjoys racing on weekends and has been known to win a few. Traveling with his family is an important part of his leisure time.

Kerith Lijewski, MD, Chief of Staff

Kerith Lijewski, MD has special interests in adolescent medicine and women’s health. She received her medical training at West Virginia’s Marshall University School of Medicine in Huntington and a residency at the University of Minnesota-North Memorial Family Practice in Robbinsdale.  In her spare time, Dr. Lijewski spends time with her two young children and her husband. She also enjoys exercising, playing cards, and spending time at the lake.

Kevin Hallman, MD, Ob/Gyn, Chief of Staff elect

Kevin Hallman, MD, OB-Gyn enjoys delivering the babies of his patients. Additional specialties include infertility and incontinence. He received his medical degree from Creighton University in Omaha, Nebraska and completed a residency at Ohio’s Wright State School of Medicine in Dayton. When Dr. Hallman isn’t delivering exceptional care to women, he enjoys coaching football. He is an avid reader and writer and loves to down-hill ski and travel with his family.

Steven Leitch, trustee

Steve Leitch is the owner of the Leitch Insurance Agency in River Falls, Wisconsin. He moved to River Falls after receiving a Bachelor of Business Administration degree in Risk Management & Insurance from UW-Madison. Steve and is wife, Lori, have found River Falls to be a great place to raise their four sons.

Steve has enjoyed being active serving both the insurance industry and his community. He has served on the board of his state insurance association, as well as local community organizations including the River Falls Area Chamber of Commerce, River Falls Community Fund, and St Croix Valley Restorative Justice Program. He's also a member of the Police & Fire Commission and the Ambulance Commission and enjoys being part of the River Falls Rotary Club.



David R. Miller, president

David R. Miller serves as the president for River Falls Area Hospital and is also the executive leader for Allina Medical Transportation

Prior to this, Miller served for ten years as the vice president, operations, for United Hospital in St. Paul, Minn., where he led the development of the John Nasseff Neuroscience Institute, the St. Paul Cancer Center and the Peter J. King Emergency Care Center, along with overseeing multiple patient care departments, support services departments and strategic initiatives. Miller is also a former nationally registered paramedic and served as the president of Allina Medical Transportation.

Miller earned an MBA from the University of St.Thomas. He serves as the chairman of the board of Life Link III, an intensive care air and ground ambulance system based in the Twin Cities and is on the board of ADORAY, a hospice and homecare company serving western Wisconsin. In addition, he evaluates and develops city, state and regional EMS systems and lectures nationally and internationally on these subjects.

Miller earned an MBA from the University of St.Thomas. In addition, he evaluates and develops city, state and regional EMS systems and lectures nationally and internationally on these subjects.

Jennifer O’Neill, RFAH Foundation Chair

Jennifer O’Neill is a  Certified Elder Law Attorney (CELA), Jennifer O’Neill specializes in Estate Planning and Elder Law. Dedicated to providing a warm and welcoming environment, Jennifer appreciates the confidence and trust of her clients as she guides them through important personal decisions.

Jennifer is an honored graduate of William Mitchell College of Law in St. Paul, MN, Jennifer is a member of the State Bar of Wisconsin and Minnesota. She is the only CELA licensed in both WI and MN and is accredited to assist with veteran’s benefits. Jennifer is an active volunteer and vital member of the communities of Hudson and River Falls. She is Vice Chair of the River Falls Area Hospital Foundation, Member of the Board of Directors of the Elder Law Section of the Wisconsin State Bar, and Co-Chair of the Legislative Subcommittee, the Treasurer of the Foster Family Community Foundation created to build a non-profit community center for River Falls, Wisconsin.

David Woeste, MD, Trustee

David Woeste, MD was a board certified family physician that practiced at the River Falls Medical Clinic from 1975 until 2003 when he retired. He received his medical training at the University of Minnesota and completed his residency at the University of Minnesota at Bethesda Hospital in St. Paul, MN. He enjoys spending time with his family and grandchildren, doing volunteer work, playing Sudoku, reading, traveling, exercising and relaxing.
