The questions below will help you determine whether your project requires Institutional Review Board (IRB) and/or Sponsored Projects Administration (SPA) approval.
Institutional Review Board (IRB)
In order to be compliant with federal regulations and Allina Health policies, an designated Allina Health IRB must review and approve research studies involving Allina Health employees or agents or conducted in Allina Health facilities.

Are you planning to . . .
- Use patient information (data) for purposes other than direct patient care (treatment), operations, or payment?
- Test an idea or hypothesis or attempt to draw a conclusion that may contribute to generalizable knowledge about a topic?
- Perform an intervention on a person or persons that would not normally occur or would not occur in the manner you're proposing?
- Obtain or use specimens for non-clinical purposes?
If all of your answers are NO, your project does not require review by a designated Allina Health IRB.

Sponsored Projects Administration (SPA)
A sponsored project is any program, project, or study supported in full or in part by funding from outside sources that requires specific performance or specified commitment of effort by Allina Health or in any way obligates an Allina Health business unit to any type of performance or resource commitment.
In order to remain compliant with Allina Health policies, all grant applications for government funding must be reviewed and approved by Sponsored Projects Administration (SPA) prior to submission to the funding agency. In accordance with the policy, individuals who receive a notice of grant award must notify SPA for review and post-award monitoring.
Will the research project use Allina Health facilities for any items or services related to an investigational drug or device?
If the answer is NO, your project does not need to be reviewed by Allina Health's Sponsored Project Administration.
